Bandai Namco's Season 3 dev blog framed three pillars: (1) reward defensive play, (2) intervene on tier outliers, (3) preserve character identity. Heat duration extension and Heat Burst damage cut are the headline implementations.

Patch 3.00 demoted all ranks above Mighty Ruler by 2 ranks. Ranks at Mighty Ruler or below were unchanged. Standard policy from S1 → S2 transition.
